Taxi in Flanders: what the Region requires — beyond Uber, Bolt or Heetch

What the Flemish Region asks of you — and what platforms do not replace:

• a duty sheet for every working day;
• a transport ticket handed to the customer after every trip;
• onboard equipment to record and consult that data;
• fares announced before the trip or booking (private off-platform rides);
• data you can present during a control, retained for seven years.

The main idea: these duties go beyond platforms. Uber, Bolt or Heetch may cover part of it. During a control, nobody asks “what the application handled” — they ask what Flanders requires for your street taxi activity under an IBP licence. Source: Flemish regulation.

1. A duty sheet for every working day

Without a duty sheet, you are not compliant — platform or not. The regulation requires data at the start, during and at the end of service. Uber, Bolt or Heetch create no exemption. You must be able to produce a readable copy. Source: article 34.

2. Equipment usable in the vehicle

The regulation requires equipment in every vehicle in service: securely record, store and consult the duty sheet and transport ticket. Data must also be stored externally. Source: article 33. See mandatory onboard equipment.

3. A transport ticket at the end of every trip

At the end of the trip, the transport ticket must be handed over without waiting for the customer to ask. The regulation lists the mandatory mentions. If the platform already provides a document: check the mentions and that the customer actually receives it. Source: article 35.

4. Fares announced — for your private rides (off-platform)

This covers rides you organise yourself: direct call, message, transfer, regular client — not Uber, Bolt or Heetch trips, where the price is already shown in the application. For those private rides, the customer must know how the price is calculated before the trip — and for a booking, before the booking. Official fare card in the right rear side window. 5. Data presentable during a control — retained seven years

During a control, you must be able to open the duty sheet and transport tickets. The operator (and intermediary) must retain them for seven years. Source: articles 34 and 36.

“My platform already sends to Chiron” — that is not enough

Transmission to Chiron is part of the operator's duties. If the platform handles it, the duty sheet, transport ticket and data presentation still remain mandatory. Source: articles 33 to 36. See Does Chiron replace the documents?.
