Using TaxiGer to complete a taxi licence application in Flanders

To legally operate a taxi service in Flanders, the operator must obtain an IBP licence for individually remunerated passenger transport services, known in Dutch as vergunning voor individueel bezoldigd personenvervoer.

This licence is applied for online via the Centaurus platform or with the competent municipality. The applicant must submit various documents about the company, drivers, vehicles and the software used to manage the activity.

These documents include in particular:

• a sample duty sheet, called a dienststaat;
• a sample transport ticket, called a vervoerbewijs.

These two documents must allow the municipality to verify that the equipment or software used by the operator can display and record the information required by articles 33 and 34 of the Flemish Government Decree of 8 November 2019.

TaxiGer can be presented as software in the application file

TaxiGer is management software for taxi operators and their drivers.

When an operator wants to apply for a Flemish licence, TaxiGer can provide:

• a sample duty sheet generated by the software;
• a sample transport ticket generated after a trip;
• the documents needed to demonstrate how the system works to the municipality.

These samples can be attached to the licence application file to show that the software used can produce the expected regulatory information.

It is important to state clearly that TaxiGer does not issue the licence. The decision to accept the file and grant the licence belongs to the competent municipality. TaxiGer provides the software and supporting documents that allow the operator to complete their file.

What must the duty sheet contain?

Article 33 of the Flemish Government Decree of 8 November 2019 defines the information that must appear on the driver’s duty sheet.

At the start of the shift

The duty sheet must in particular include:

• the name or business name of the operator;
• their address, email address and phone number;
• the date;
• the vehicle identification;
• the number plate;
• the driver’s first and last name;
• the start time of the shift;
• the vehicle mileage at the start of the shift;
• the vehicle position when the service is managed with software rather than with an approved taximeter.

During the shift

The system must also be able to record:

• breaks actually taken;
• the number of trips completed;
• the final price of each trip;
• mileage at the start and end of each trip;
• total distance travelled;
• distance travelled with a customer on board.

At the end of the shift

The duty sheet must include:

• the date and time of the actual end of the shift;
• the total number of trips;
• the agreed price and the final price of each trip;
• start and end mileage for each trip;
• start and end mileage for the shift;
• the vehicle position;
• total distance travelled;
• distance travelled with passengers.

The driver must also be able to generate a copy of their duty sheet. The information must be presentable in a readable and understandable form, identical to the original data recorded by the system.

What must the transport ticket contain?

Article 34 provides that a transport ticket must be given to the passenger or customer at the end of the trip, without them having to ask for it.

This ticket must at least contain:

• the mention “vervoerbewijs” or “billet de transport”;
• the name or business name of the operator;
• their address, email address and phone number;
• the vehicle identification;
• the number plate;
• the driver’s name;
• a sequential, ascending trip number;
• the date and time of pickup;
• the date and time of the end of the trip;
• the departure location;
• the arrival location;
• GPS coordinates when locations do not have a street name;
• the number of kilometres travelled;
• the fare applied;
• the total price of the trip;
• information about complaints and the competent authority.

The regulation also states that a transport ticket may not normally be drawn up by hand.

Recorded and consultable data

The software present in the vehicle must allow the duty sheet and transport ticket information to be recorded, stored and consulted securely.

The regulation requires in particular ensuring:

• data integrity;
• that data cannot be modified;
• data origin;
• traceability;
• the link between the ticket issued and the trip actually performed.

The data must also be presentable to the competent authorities during an inspection. The operator and any intermediaries must retain the regulatory data for seven years.

How to use TaxiGer in the licence application?

The procedure can be summarised in four steps:

1. The operator enters their company, vehicle and driver information in TaxiGer.
2. TaxiGer prepares a sample duty sheet consistent with how the software works.
3. TaxiGer prepares a sample transport ticket with the information from a trip.
4. The operator attaches these two samples to their application submitted in Centaurus or with their municipality.

These documents allow the municipality to examine how the software works and verify that it can produce the information set out in articles 33 and 34.
